Non-core production penalty [-75%]

Hello everybody, title is saying everything, why is that penalty are showing to me? I recruit spies, but I don`t know, anyone can helps me why that penalty are showing to me?

It means that all production is 1/4 of your core/starting provinces, as their populations don't regard you as their native/rightful leader. This cannot be changed.
