Non core province production and data stats

With non core provinces is the production shown AFTER the 75% reduction or BEFORE?

Also generally what does the neighbours value mean?

Why is the proximity to the capital adjacent +1? e.g.if provnce C is two provinces away from the capital it is given a value of -1 not -2. An adjacent to capital province is given a value of 0.

Neighbors value is the neighboring provinces morale affecting that province. I’m prett sure in the non core provinces they are shown after the 75% reduction.

They are. I asked the same question about a month ago.
