Neighbors value is the neighboring provinces morale affecting that province. Iām prett sure in the non core provinces they are shown after the 75% reduction.DanielHenry wrote:

Why is the proximity to the capital adjacent +1? e.g. if provnce C is two provinces away from the capital it is given a value of -1 not -2. An adjacent to capital province is given a value of 0.
