Non core province production and data stats

With non core provinces is the production shown AFTER the 75% reduction or BEFORE?

Also generally what does the neighbours value mean?

Why is the proximity to the capital adjacent +1? e.g. if provnce C is two provinces away from the capital it is given a value of -1 not -2. An adjacent to capital province is given a value of 0.

The resource value is after the reduction. Neighbors value means that if a province has a low morale, it brings the morale of all provinces touching it down, and vice versa. The capital value is not based on provinces, it is based on a distance that I don't know the value of. For example, if you have a huge province in between a province and the capital, the capital morale reduction will be more than if a tiny province was in the way.
