Funny you would ask that, because I had exactly the opposite reaction in the 22-player game I've been playing for the last 80+ days. In my game, the AI countries (other than those which were previously active human players) have been almost completely passive, and have not even produced new/replacement units after more than two months. I am accustomed to AIs that will attempt middle-of-the-night "swarm" attacks on units occupying their newly-lost provinces, which are usually easily handled if you expect them and plan for them with the right unit mix.
Normal AI behavior
It seems like normal AI are moving/charging a lot more than they used to. Has their behavior been modified?

Totally agree. Playing against AI in the 22 players map is extremely boring. AI’s „IQ“ seems to be very reduced. Just few examples from my game:MontanaBB wrote:

- AI builds industrial complex to the high levels, but does not build any infrastructure or barracks, so it cannot almost produce any usable unit
- AI has build some barracks, but not in provinces with industrial complex
- AI does not build any unis

What you guys are describing is nothing new. But, in a new 22p map these AI units are acting more aggressive than normal. Single units charge ART about half the time and in general they move toward you and reinforce provs from behind the line a lot more than I've seen before.
I am sorry, but I have not seen the behavior you are describing. I am playing the 22p map after one year of playing pause and now the AI does almost nothing in comparison to the situation in 2016.DxC wrote:

i think it all depends on your reputation, after all, when you declare war, a message pops up saying it may ruin your reputation
The regular AI is just there to pose a modest opposition, nothing more.
The elite AI however, is better than most of the players (which is still no compliment towards the AI).
If you want tough AI opposition, probably a good idea to play Dark Souls or Civilization on highest difficulty
