Norway in clash of nations map
On the clash of nations map, I noticed that when the Norway AI is still alive in the mid to late game, its northern provinces rebel. Why is that?

No resources (no food or oil) + distance from capital, so morale drops and revolts occur. Upkeep for troops further exacerbates food crisis so yea
