well I dont know by experience, what happens with the distance to capital? it is the old value?

Not Rebuilding Capitals?
Multiple times in the past month or so, I’ve come across players who don’t rebuild their capital if it is taken. I view this as silly and noob-like. Has anyone else come across this?

It would be max penalty for distance to capital in all provs. That's at least -30, maybe more.

ive had expansion penalty go up to -52 before, so im not sure, and a distance away from capital at -30, but i dont think it goes over that.
