My cities were just nuked in the scenario 1939 - Historic World War II. I did not see any Atomic Bomb option in the tech tree or I would have unlocked it. How is this possible that my cities were nuked?

Nuclear Attack 1939 - Historic WW2?
I was assigned the country of Peru in this scenario. Is that the reason I do not see the Atomic Bomb or nuclear bombers on my tech tree unlike other scenarios I have played?

Nukes are on the really far right side of the tech tree in advanced lab tab. Maybe you didn't scroll there

Or your enemy is an Allies doctrine county, they can unlock nuclear technology two days sooner.
