Nuclear bomb article, animation, and report

From what I have seen, for a nuclear bomb to be announced, it would have to be dropped on a city. But if dropped on a non-city province, it won't be reported. Am I right?

I should probably change what I write in here. -No one ever

I am currently in an Arms Race game so there are lots of nukes going on. From what I've seen, nuclear attacks in any province are reported in the newspaper, urban or rural.

Hmm, in the last map that I've played (Historical 1939 25p) My nuke when dropped in a mountains province did not get reported whatsoever.
