Suppose there is a level 4 militia hidden in a city. Nobody can see it. Nobody can hit it with planes or bombers. Suppose a nuke lands on the city. Will the militia get hit?

In fact on another map as the USSR I have to solo literally about 10 AI with a weakened Spain and far away South Africa for support…

Also it's fun fighting a human who actually chooses not to rage quit when you take their capital and four-fifths of their provinces, but instead forms a government-in-exile you have to chase down or risk facing their nuclear-tipped revenge later in the game, making them a worthy opponent. AIs holding out because it's their job to fight to the end isn't satisfying.

Fat Albert sort of has that, but the enemy gave me all of their remaining oil in exchange for a city, and then I betrayed them. They won’t be a problem…

It was simple. All they had was one city in god knows where, I thought they were dead and trying to come back. The plan was simple, see what would happen. I was surprised when it worked, they got my city and I got the oil. Then I attack, since they couldn’t do anything about it. They are still over in africa, and can’t touch me. But Fat Albert is coming…

Yep. And, thankfully, it doesn't require goods; whenever I run out of almost anything else it turns into a Catch-22 situation. I also always have a reserve breakthrough task force for any issues that players might through at me

Having your planes behind enemy lines and ready to blow up those armored car stacks that sometimes get through is also a smart idea!
