Ooops clang! How to stop an inadvertent war?

Damn the fire control setting. How do you stop an accidental war between two countries where the other player is non active?

FCS set to aggressive instead of fire at will and we weren't at war! doh. They were neutral.

Well, you can not negotiate with the AI "active", just set your relation on peace and then wait; and hope.

Aggressive is intended to fire on any unit that comes within range that does not have right of way relation or higher. This is intended as a blockade, hair trigger, shoot first and ask questions later type of setting. This allows your units to engage at range anyone trying to enter your territory or pass by a ship or submarine.

To restrict your targeting to only units with a war relation use the offensive fire control setting.
