Pacific Theater

How often do Pacific Theater maps get spawned into rotation? I want to practise using Pan-Asian doctrine on a smaller map, but I never get the chance since usually Pacific Theater maps are either 90% full and all the Pan-Asian slots are taken, or they are nowhere to be seen.
