Is Pan-Asian an "early-game" or "late-game" doctrine? When playing as a Pan-Asian country, should I try to expand as fast as I can early on, or wait a few days to level up my industry and produce units, then strike when the time is right?
In my opinion build up industries first if you are not gonna attack first, but if you are going to attack first just group up units in mass amounts an push for cities to prevent the enemy from producing units.
(and remember to upgrade buildings as well as units)
