well if everything is 10x faster that means troops are also recruited 10x faster?

I meant when you spawn them, as the unit description says, 18hrs before they can move. Im just wondering if the description is not updated in 10x and they could move faster after getting spawned.

Yes, if you literally look at the countdown of the unit being mobilized. You could see that it is 18 hours... but the clock is counting down 10 seconds at a time
