Paying Spies

On my espionage tab, I'm getting messages that my spies are leaving because I couldn't pay them. I thought their money was included in upkeep similar to troops. How does that work, do I need to have a certain amount of cash on hand during day change per spy?

Yes you need the Payment on hand at day change

Thanks, strange it’s not included as upkeep the way units are.
