2 country's are in war, then they have peace so the troops can stop shooting, so how can you stop the attack.
I have try to move but they stay shooting.

You should be able to fire and run. It has been used by smaller forces for centuries to combat larger forces. Like wise Generals have always been able to retreat or make a tactical movement to the rear as they called it in Iraq.
