Is there a way to make peace with countries that went inactive and were at war with you?

I currently am not sure, but you could try offering Share Map/RoW with the AI, and hope that your popularity rises far enough that they stop the war.

You can put your relation with them as peace an within 2 days it should change but not guaranteed
The greatest weakness to a leader is his himself

I tried that but a few hours later they attacked me and my relation was automatically set to war again

The frustration when you are at war with AI... it's almost impossible to stop the war without one annihilating the other.

When I first played my first seven games in the tutorial over a year ago, it used to be easy to go in peace with AI countries you were at war with ... However, Super Elite AI came after that and it seems near impossible to go to peace with them- particularly if you have low popularity because of aggressive behavior or possessing large a large army.
