Could someone explain how a player can obtain forces not yet available for the day the game

is curently at?

It is day 19 and a player is using forces that are starred i.e beyond that not available for research until day 20.

It depends on their doctrine. For example, German doctrines have earlier research.

Or in 1939 historical you advance in different paces for the research tree.
