Player-made faster games

Can player-made games have faster game mechanics/time or movement speeds? Like 2x or 3x?

In the drop-down list for creating a game, there doesn't appear to have this option. I've noticed that, occasionally, a game with faster mechanics/time or movement speeds is available for players to sign up and play.

Does increased mechanics/time or movement speeds options become available to higher-ranked players? At what rank, please?
