So if a player uses the in game gold system "destroy resources" on every one of my oil producing provinces he can destroy almost everything I have accumulated?
He can have an attempt sabotage you once a day per spy yes. However you have the ability to plant counter spies in your territories to catch his spies and keep them from carrying out their mission. If you end up in a game that lasts a while keep this in mind because someone can cripple you decently with them, even without gold.
Yes, for 2,000 gold, you can damage a portion of what will be created from that province over the next day. This doesn't stop you from producing at all (unless it is done multiple times).
You didn't mention if he took your capital city or not. Capturing anyone's capital gives the attacker a fair share of all the resources the ex-owner of that capital had. Say you had 800K money, he could have gotten at least 200K.
