in 1.5 only cities can in 1.0 it generally requires you to have an industry

Since 2020 November 20th there is only Version call of War common with recruiting in cities only and Version classik with recruiting everywhere. Version classik is outdated one and gonna be soon only availeble for events, and is already unavaileble for new players, who registred after august 2020
