I think their only function is to increase the morale. Nothing else.

I've read everything I could find. I've built many of them but really see no benefit..
is there any other useful properties of the PO's other than morale?
Does not affect production in a meaningful sense.

There is a niche situation that they can help. Say you are on a WaW, you started as New England with the capital in New York and took over all of the Americas. Say you want to prevent the south from revolting, but you don’t want your cores to lose morale. Well, you can build your capital in Panama, which will spread the morale decrease and prevent revolts on both continents! Then, using the huge amount of late game resources you should have, you can build propaganda offices Al over your cores, preserving morale. Otherwise… it’s meh.
Yeah, that’s what I occasionally do. It is a rare scenario though - you could compare propaganda offices to paratroopers in this way.Carking the 6th wrote:

I think missiles are a better comparison; anyone with ints makes your paratroopers inherently worthless. Missiles are sometimes useful when destroying enemy airbases, but useless most of the rest of the time.
