You can fire on an AI city and the defenders will rush toward the shooter. Possibly attacking another unit that's in their way. Only works if they don't have RoW or better relations.

Provoking AI to attack enemy plater
Hi,
is there a way to provoke AI to attack an enemy player, or provoke two AIs to fight each other? maybe using spies or something?
