I could be wrong but I believe it's only for the territory center.

Question about Fortifications
Does a fortification give it's bonus to all troops in the country?
Or only to troops in the center, or on the 'Dot' for the country?

Diablo is right, it only applies directly in the province center.
Have a look at it:
In the bunker..
Next to the bunker..
In a bunker at Shared Map (not at RoW)..
