Question on HP regeneration

I know that all land and air units stationed in your core provinces regenerate 15% hp at each day change. But I am wondering what do they mean by 15%? 15% of their missing HP? Or 15% of the total HP?

Example: I have a stack of 2 Light Tanks that has 60/100 HP. At day change, would this stack then have 75/100 HP (15% out of the total 100) or 66/100 (15% out of the missing 40)? I have been wondering about this for a long time.

Missing. So the more HP that is missing the more that will heal.

Wait. But wouldn't that mean that they would never completely reach full health?

It theory yes, in practice I'm not sure; depends on how many significant digits are used in the calculation and how they are rounded. But mathematically it would get closer and closer to full but never reach it.

From my understanding it is rounded to the nearest tenth; unless they changed it in the latest update.

Still the time needed would be prohibitive. It takes 8 days to get a unit at 10% back to 75%. After another 8 days, it gets to 93%, and in another 8 days, it is at 98%. Many games are over by that time, and even if they are not, all you get back is some stupid L1 unit who is overrun left and right by the highly advanced troops which are available by then, so you have to upgrade it anyway.

As a rule of thumb, I only withdraw troops from front line duty when they are under 50% (and sometimes not even then). Of course, it is always nice to just "stumble across" the healing at day change with damaged units, so you might decide not to enter the next enemy province right before day change, and hold it back for an hour or two instead. Otherwise, healing is too slow a process to really incorporate into your strategy in an effective way.
