It is not...but you can delay and then start moving but you can't delay after you start unless you manually do it.
Question with adding targets and waypoints
Hello, I have a question with adding targets when attacking and unit movement. Is there an option available where we can coordinate and even delay our next move? Like if you are moving to province 1 you can delay for 1 hour then you'll use the target option again and delay the next move to another 1 hour? Is that move allowed or not implemented with the game mechanics?

Riverwolf is correct, I think.
You can add a delay to the beginning of that process, but you cannot add delays in the middle of it.
The delay button only adds a pause before beginning a movement order.
For bombardment units such as artillery there are multiple fire control features available to high command subscribers which enable you to select different movement behavior.

One of the often overlooked features of delay is the ability to coordinate the arrival time of multiple groups.
Select multiple groups, give them a move or attack order, then select delay. Accept the suggested time and all units will arrive at their destination simultaneously. (Note that if province ownership changes during the trip, arrival time will be affected)
