Not your armies, but your provinces begin to lose morale, rather quickly, when (a) you have negative food production (i.e. a shortage), AND (b) you do not have a substantial food reserve. Even a small reserve of 3,000 to 5,000 tons of food is not enough to prevent your provinces' morale from beginning to drop, and this can create a downward spiral because lower provincial morale will cause your production of food to drop even further in your food-producing provinces.hanno94 wrote:

Once provincial morale drops to 25% and below, provinces will begin to revolt, damage any garrison units located at the province center, and potentially flip to another country. That's not how you win a game.
