Quick question

I’ve searched the forums and haven’t been able to find an answer but if food is negative and you run down to 0 do your armies begin to lose morale? If so what is the rate at which they lose it?

Not your armies, but your provinces begin to lose morale, rather quickly, when (a) you have negative food production (i.e. a shortage), AND (b) you do not have a substantial food reserve. Even a small reserve of 3,000 to 5,000 tons of food is not enough to prevent your provinces' morale from beginning to drop, and this can create a downward spiral because lower provincial morale will cause your production of food to drop even further in your food-producing provinces.

Once provincial morale drops to 25% and below, provinces will begin to revolt, damage any garrison units located at the province center, and potentially flip to another country. That's not how you win a game.

And if you don't have a number of hours worth of food all your provinces get hit with a food shortage morale penalty in the province morale calculation at day change.
