Return low morale unit to one of your provinces. It recovers a certain amount each day you leave it there. I believe this is correct.

Raise Morale For Units
What do I need to do to raise morale for a unit?
Take it somewhere that creates the same unit which has good morale or?

It is correct. Put it in a province with high morale and have it chill there for a few days. Putting them in your capitol or a province with forts will help it improve even faster.

Does this work on Naval units as well?

For naval units, morale is restored automatically. It will rise gradually when not in battle.
The past is a foreign country.

More or less. Just sit naval units out of battle without movement and they regain around 15% health at day change.

No one mentioned air units! They recover like ground units, just keep em at the airbase

Any undamaged air base will work or it needs to be at the capital?

As long as an airbase has half health or more it will work.
