I believe the rally point is a feature you can use as High Command. I think with it you automatically send any troops generated in that city to a predetermined point.

Can't find any discussion about the use of a rally point in a game
From a left-field point of view it could be useful to be able to sort your main cities in the city construction display but there may be some other implications I am not aware of yet
