I think I've seen AA guns fire as ranged artillery on occassion?... Is this right? And if so, which kinds of AA, or levels of AA, can do that?

If there was not a change ..
.. AntiAir in this game is always a ranged weapon.
This applies to all units with AA capacity.
However, that's limited to anti-aircraft combat, not ground combat.
Also, the air defense is always reactive, which means that it only fires when is attacked from air, and then AA and airstrike are evaluated directly against each other like close combat.

A group of units that includes artillery and Anti Air units may be symbolied by an AA, but the AA while the artillery are actually doing the bombardment.
