With 5 rocket arty and 5 standard arty the combined force of all 10 will be used against the enemy with a range attack. The X factor will be applied to this amount to vary the damage potential by up to 20%.
With 10 rocket arty and 10 standard arty only 10 will be used. The ten most effective units will be selected. So this depends on the target. If the target is more susceptible to rocket artillery then the rocket artillery will be used, if it is more susceptible to the standard arty then those will be used.
(Note that the cool down to the next attack will be in effect for the entire stack even when only part of it fires.)
In your scenario with ten of each attacking a stack of light armor then you are correct that the ten standard arty will be chosen as the most effective units against that target.
Damage distribution against the target, particularly when there are buildings involved, is something that is in the process of being adjusted for a better balance, so explaining it at the moment would be a disservice.

As non ranged units are not effective in that scenario this would not diminish the strength of the chosen units. Only the ten most effective units are used for the combat calculation.
