I know what he is talking about.
A coalition has 330 points and is ranked 3rd.
A solo player has 250 points and is ranked 2nd.
I believe it's because the solo player has more points than any one of the coalition members.

A player has 150 points and two coalition mates who each have 50 points.
Another coalition has three members with 100 points each.
The individiual player is ranked first (he has more points than anyone else.
His coalition is ranked second, cause his has 250 points but the other one has 300.
It depends on the map and how much victory points a coalition needs to win vs how much victory points a solo player needs to win. Usually the value is the same for most maps. Just calculate the percentage progress a player has towards their solo victory and compare it with the percentage progress a coalition has towards its victory goal. E.g. if solo player has reached 30.5% of their victory goal and coalition has reached 29% of its victory goal, the solo player is ranked higher, no matter the absolute number of victory points. Players and coalitions are basically ranked by their percentage of progress in a shared ranking.You-Know-Who wrote:

(only the victory progress panel shows the accurate ranking, it takes precedence over what is shown in newspaper and diplomacy list)
