manpower is key. If you are lategame on 100p map you will need recruiting stations in all your provinces. On smaller maps recruiting centers in only cities lvl 3 should be enough

Is there a point to building recruiting centers in rural provences ? As I understand it they only produce man power but I can only build fighting units in cities. I`m confused .

When you build them in rural providences, make sure to start in ones that don’t already produce a resource. The ones with a resource have less base manpower.
