I am confused regarding the purpose of recruitment centers..I have posted regarding this before..I don`t understand their practical purpose..as I understand it they only produce manpower and nothing else..I have never come close to running out of manpower whether or not I build them..is it possible I haven`t gotten in a big enough battle yet ? 
Obviously. I don't know how you play so manpower is abundant, but L3 recruitement centers are required in all your core cities plus several rural provinces in a successful game, or you simply run out of manpower and can't produce the all units you could other-resource-wise.

Having a big battle would actually marginally improve your manpower. You are just a really bad player.
