I always look at the unit information boxes in research when I have this kind of question. In this case, the answer should be tactical level 4 bombers can land on any level carriers.

Regarding Aircraft Carriers
A quick question about aircraft carriers: what is the minimum level that CV's can carry tactical bombers? I know that information is on here somewhere but I can't find it.
