i have not tried this, i guess nothing happen, you will get back 10% of res and if you start it again it will cost 10% or res.

Let's say I build Industry L1 at 90%.
Then I cancel it, wait 5 minutes and restart building it.
What happens:
- How much resources do I get back on cancel?
- How much it costs to restart build from 90%?

Yes that would be logical.
But is it? 
I think you get 10% res and it is left at 90% completion. I have cancelled stuff before but never payed attention to the res you got back.

If I want that news do not show that I have say Industry Lx everywhere, I would stop it at 99%, let some easy guy to invade thinking of all the weak units I have.
Then finish it in say hour, make troops and boom

So if you have damaged buildings, i.e. barracks you can fix/rebuild them and then continue with a factory that might take many hours. This way you're not draining grain or oil if you have a damaged naval base.
Or if there is a penalty, it would be nice to know, so you can calculate if it's worth the penalty.
I've noticed on some of my infrastructure construction projects, I cancelled them early and gained about 1K metal back and other resources back, but it listed infrastructure as "damaged"SaintDamien wrote:

It's possible a bug
Nope. If you start building a house and then just start building a shed instead then try and sell the house it would be probably be labelled as 'damaged' since it has no roof etc. because you stopped building it before the job was done.
I think it should be "under construction" and then "on hold" you can't call something damage if it's not complete because since it's not even damage and being newly made its just incomplete but not nessesarily damaged.
What if say enemy is building some unit and you take his city, unit built at 50%.
Is it lost when you take city? Or you can fix building that's been producing it and finish unit and it's yours?
What about planes?
Say enemy has interceptor scrambled somewhere in patrol, you take the city with his airport.
Does that plane becomes yours? Or gets destroyed?

Planes gets destroyed/bugs out and when capturing a building unit, as long as the stuff needed to build it is not damaged, you can continue to build it.
