I have played CoW on and off for many years, and recently I have been on hiatus from CoW for about 18 months. I noticed that the last Release Notes are dated July 2025?
Is that correct? Is the game still being maintained and moderated? Is the game being retired?

Game is still active although the quality of play seems to less favorable due to various reasons. Game can still be fun and challenging, but it moves farther and farther from winning through good game play and tactics to winning through compensation factors. Just my opinion.
There are still weekly releases, but the release notes aren't published here anymore; you have to go to some company site (sorry I forgot the link). They may get published at the game's discord as well, I don't know, the game channel is completely chaotic so I stopped visiting.
