How does the newspaper determine the rank of countries militaries. Comparing allied armies, I sometimes had better research, better production facilities, and more units but my weaker allies are ranked higher. If there's a calculation or method from a dev/mod that would be much appreciated. Not really a necessity to know but I'm very curious as to how the game comes to the conclusion even though it might even be considered wrong.

It does it by looking at the the total damage all troops do

Average damaged combined or kill count?

average damage

This is wrong, it’s by the highest damage, either offensive or defensive. This is why air players are over represented in the military rankings because each type of plane is very specialized against a particular unit type.

Yes, someone with 50 rocket fighters will be ranked higher than one with 50 max level AA, but you can guess which one would win.

There is. It’s equal to the unit’s highest damage output value. Take a minute to compare a few in your current game. A few examples from my current game, a single lvl 1 axis rocket arty has a strength of 6, this is the value of its offensive damage to unarmored units. A single lvl 1 axis interceptor has a strength of 6.9, this is it’s attack value against aircraft. A group of three lvl1 axis naval bombers have a strength of 24.3 because that is their attack damage against ships. Those examples all have full health.
