Report respond-time fluid

I'm in a HWW game with several, err... immature players, one of which has been posting, among other things, swast!kas. Another changed his nation flag to a p0rngraphic picture, while others shout out homophobic slurs in the newspaper. I reported the inappropriate flag on Day 1, as that was the first rule-breaking offense. A day later, I reported Germany for posting the swast!ka. When I logged in today (Day 3) I found that the swast!ka had been dealt with (the player was removed from the round) but the inappropriate flag image was still there, and that player was still in the round. So why would a Mod, who already entered the game to remove the swast!ka player not remove the other guy as well?
