There is an option on PC to report message in newspaper. Also, remember this is just a game. So just ignore.

Reporting anonymous players
There needs to be a way to report anonymous players in those types of rounds. There is a guy currently harassing and bullying me on the newspaper and in messages and there's nothing that I can really do about it.

Did you try to create a support ticket? (check the link in my signature below). You can probably tell them which game it is and then which nation within it.
