You can buy and sell. Sometimes there are no sell offers in the Market due to the fact that other players have bought them already, and nobody else has posted an offer. To sell resources, go to the market, go to the bottom of the scroll and select "Add Sell Offer." Then you can select what you sell, how much you sell, and how much you are willing to take per pound. During mid-late game economy is dead , nobody is selling oil and food

Must be part of your strategy to prepare for this. develop those provinces early dont just pump out military units and ignore economy.

not ignoring economy. Always build up industrial structure and such as much as possible in provinces that produce.
