Turn off unused barracks to save food. This will help a lot!!!

My goods and food become 0/h(Zero) ,maybe negative production. so,how to increase production ? anyone have an opinion? I hope your're help me

Do the same thing, but for provinces with rare materials. Just like barracks have a food upkeep, so does nuclear reactors. So If you have any nuclear reactors around, disable them because they use up 1000 rare materials daily!
