You can only fire at enemy territory. Which sucks, we should totally be able to use rockets and nukes on our troops so people don't fire them willy-nilly.

Hello all,
Tried to use a rocket for the first time today - it wouldnt move. Its important to note that at first I tried to hit a moving target. That failed. That target went on and attack a city of mine with defenders, so I tried firing it again, assuming the moving might have caused the rocket to 'fail' (I still own it of course). That too, didnt work. So I am wondering now, is the rocket only available to actually fire if its aimed at an opponents city (or lands)?
I did get the message - cannot change course after firing, but after I pressed ok, the rocket does nothing.
Obviously I can shoot it at that empty enemy province to try the last option, but I dont want to waste a good rocket

You can fire on a moving target(I think), it just won'y much, or any, damage.
Yes if you fire at a moving target, the missile will go to where it was when you fired it. Assuming it takes 30 min to arrive the unit will not be there anymore so it will be a miss.
