Rockets vs troops

If you target the units, I think.

If you target a city where some of the troops are, rockets will make more damage on building than on troops, because rockets are supposed to destroy buildings (have more damage on buildings than on troops).

So, yes, rocket will hit troops and buildings.

It same goes for Tactical and Strategic bombers. Strategic bombers are better for destroying the building, but they damage the troops also (check the letter ''i'' for info for a specific unit in ''research'' circle, in the upper left corner).

But hey, try making a nuclear rocket, and see what happens.
