I'll ask here as I can't seem to get the answer in the chat in game. No mods around, which is fine, they have a life too. I asked a friend whose been playing this a lot longer than I and he wasn't sure.
I'm only on my second game and have been playing roughly 3 weeks now.
The question: If I(a) have a ROW with a country(b), ability to use their roads and airports but not attack them, and that country(b) gets attacked by a third country(c) that has no alliance with it(b) or me(a), basically going to war with the country(b) that I have a ROW with, can I attack that third country(c) on the countries(b) territory that I have a ROW with??

Yes, but be carefull using rockets or nucleair rockets on your allied territory. They will damage him as well and cause you two to go to war. Other units won't harm your ally and your diplomatic relation with him, no mather what warning you'll receive from the game.
P.S. it might be usefull to share map in this situation, so you can se where you and your allies units are and you see where the enemies units are if they are on your allies territory.

I thought I could. The big twist to this which I failed to mention is, while i have a ROW with country(b) I actually have a Share Map with country(c), who is the invading force, so I misspoke when I said i didn't have an alliance with country(c), should have worded it differently. So I can see everything, his units and exactly what country(c) is doing. Country(c) asked for the Show Map agreement at the start of the game, so I went ahead and did it, figuring it would be ok unless things went bad.
I was allied(friends) from the beginning of the game with country(b), hence the ROW.
I'm using any rockets, just gonna use conventional units, INF/ARMCAR's/LTanks.
Now it looks like the Show Map with country(c) is gonna bite him in the rear, hahaha,
