Half of the people in my map that have substantial amounts of land have only killed about 35 troops and somehow has 290 vps. How is that possible? But I, to try to get 280 vps have to kill 120 troops already.

That's just how the butterfly bounces sometimes. They probably took over land that had already been at war.

That's what happens when noobs clear each other out, destroying all the armed forces in the region.
The "winner" has a high VP score and no army left to speak of.
You can often just waltz in and take it all.
If you want to see who's REALLY winning on a map, look at the military score (aka army size).
That's the person who's in position to take over the world.
I suppose it's possible people are using multiple accounts and moving the troops in one country so their other country could take it without losses. You could look in the newspaper at those countries they conquered and add up the total damage those countries endured from all nations. They should add up to roughly comparable values of other countries conquered around the same time. If they are greatly different it would be worth reporting.
That said, what such a cheater would more likely do is to send those troops from country B to attack country C. Then country A could take both B and C with fewer losses. In such a case the damage totals in the paper would look normal.
