Serious Spy Infestation

It happens in less than 5% of my games. However, sometimes I am infested with spies. In other words I believe some one or group of players in putting 10s of spies into my country. I think this because I migh put 5 counter spies in my capitol or a core city and still taxes are stolen and commodities exploded.

Can someone discuss with a little bit of length a philosopy to dealing with this and techniques.

Question 1. Is it worth chasing this issue. If I make 100k a day and have 15k available at the end of the day should I spend a lot of resources protecting my taxes. Same question with commodities.

Question 2. How do counter-spies disrupt or turn spies. In the last couple of months, it seems I am not turning as many spies. If I put two counters in a city where my enemy puts 5 spies, what happens? What if those two numbers are reversed?

Question 3. WHat happens if I put 5 counters in my capitol and 5 seperate enemies put 2 spies in each with a mission to steal my taxes.

I think nobody knows exactly how this works, not even the current game designers (who are not the same people who originally implemented this). But the answer to your first question would be, no, just let them steal their petty cash, it is much cheaper than buying counterspies. The only good uses of spying are reveal-alls (showing all the units of one enemy nation; put four spies on MilSab in a province without any buildings to get it about 60-70% of the time) and very targeted sabotage on specific enemy buildings, usually vital airports.
