If the map doesn't have teams predefined, just 1 player can reach the first place.

is there a second and third place or more........ I am trying to decide how many to let into an alliance of active players in one of the games I currently in. Presently we are 3, but a forth would like in. But I would rather fight him now then back stab later.

So to be clear. There is no payout for forth place on a 100 player map.

There's a payout for every "surviver" at any round but at screen you'll see you lost.

On one of my 100 player map we in the top three have more than the required VP, why can't I choose the retire option?

not a team of players must hold the victory points - you as a single person needs the victory points to win a game. You can retire and close a map if only 3 or less player are active! (active players without a province during a day-switch a handle from system as inactive!)
