Just a little idea that if all points of entry to a city is surrounded by enemies it becomes cut off and
1)Does not produce money, manpower or resources
2)Moral of province slowly goes down
3)Moral of troops in province slowly goes down

I don't see how a city being surrounded stops them growing wheat, mean signing up and collection of money. In fact, it only lessens the collection of money.
Well it would stop the empire from getting it, and also the city starts to run out of other resources and so its moral would drop
I don't think this is a good idea, the siege of Leningrad shows it isn't realistic.
well its realistic, if a city is surrounded on all sides limited food/ material can get in. In leningrad millions died due to this

Odessa lost many lives too, heavy german arty almost leveled the city and russian troops/ civilians trying to escape by sea were hunted by U-boats. S0 many died again.

well is argument is silly and they don't have to be starving to lose moral. I mean loss of raw material and the fact of enemy on all sides is enough to drop moral. And it take while to start dropping because of "food stores" and the sense of hope that it will soon end

The Soviets had river access which proved difficult to block, that was why Leningrad got through.
