Silhouette of a Man
What does the silhouette of a man in a hat signify? It shows up when you highlight a troop unit. What does it mean and where does it come from.

No, it means you have intel on that province, whether it be from planes or spies.Kwilk6 wrote:

If you had intel on units the units would be transparent with fedora man next to them, and with provinces the fedora man is next to the center town.
