So My RSS are bugged, I think

so I'm in the new game mode 1.5 and my RSS have been stuck in the hundreds instead of being in the thousands since the beginning of the game. No it has nothing to do with my army size, RSS provenances, or building upkeep... anyone have any suggestions?
